Maxing out the Metro

Residents will have noticed the shroud over Coombe House at 7 St Johns Road, Isleworth where a Holiday Inn was once mooted but now in the throes of a government permitted scheme to convert this former office block to flats.

St Johns Road, Isleworth at Rennels Way

Little reminder is required of the Moore Brothers and neighbouring properties sell off and approval of flats and a couple of shops on planning application P2017/3612 approved in December 2017 but still showing in progress on the Hounslow Council planning pages.

Rennels Way, Isleworth from the east should all the development ambitions be realised

Developer the Citrus Group Limited, have recently been in discussion with Hounslow Council on the two hitherto unlet warehouse units behind Coombe House and Moore Brothers to build flats and some commercial on their footprints. The developer’s agent is referring to Units 1 and 2 Station Works at Rennels Way as derelict but on inspection anyone can see that they are being used as safe and secure site storage and facilities for the Coombe House job.  Perhaps the rent previously sought was too much otherwise they could have been let to small businesses offering start ups opportunities to thrive.

So these sites are being looked at for development and despite what appeared reluctance to engage before a planning application was submitted.

Unit 2 Station Works, Rennels Way

A developer’s representative have been asked at short notice to attend to explain and pitch at the St Johns Residents Association monthly meeting on

Because of meetings elsewhere, no councillors will be present so a request has been made to the council’s head of planning for further engagement before a planning application is submitted and expected.

Further updates in due course.

Dudley House 10: Change to car parking condition sought

The conversion of the former Dudley House Nursing Home to 17 flats appears to be nearing completion following approval at the Hounslow Council Planning Committee of 9 March 2017 and conclusion of a planning agreement in August 2018.

Condition 13 of the planning permission granted allows for 9 car parking spaces, including one for people with disabilities and 30 cycle parking spaces plus a restriction of any resident of the development obtaining a parking permit within the controlled parking zone. Parking is covered in paragraphs 7.39 to 7.43 of the 9.3.2017 committee report, linked below).

The developer has recently submitted a planning application seeking to revise Condition 13 and this is currently under consideration by Hounslow Council’s planners.

Links to referred documents may be found with appropriate clicking:

Comments on this application may be emailed to the case planning officer melek.ergen@hounslow.gov.uk

Adini Building 891 Great West Road: New planning applications

Following the public meeting held at the Adini Building on 10 January 2018, the owners have submitted two new planning applications that are now being consulted on.

Adini Building 891 Great West Road: picture of revised proposal for commercial element

Hounslow Council’s planning case officer has advised of two separate applications:

Commercial element application reference 00505/891/P5: the front of the existing Adini building would be kept and extended behind up to 5 storeys.  There would be a reinstatement of light railings to the front as original design.  This is a completely different scheme than the original submission.

Residential element application reference 00505/891/P4: there would be a set back on the fourth floor away from the Warkworth Gardens resulting in one less flat than the original submission (15 flats now proposed) and no windows on side elevations.  The existing historic wall to Northumberland Avenue will still be kept and relocation of cycle storage together with some window and elevational alterations to the front and rear.

More detail can be found on the Hounslow Council website planning pages, here, using the above references.

Some computer generated images can be seen here and the formal consultation letter here.

Although residents may have responded to the earlier applications, they would, due to the more than minor changes, be encouraged to provide fresh comment on these two new submissions.

Adini have been asked whether they would host another event, a response is awaited and will be shared should one be arranged.

Big Planning in Little Hounslow: Local Plan Review consultation events

Hounslow’s Local Plan Review runs until 10 December 2017

Wednesday 1 November 2017: at Thistleworth Tennis Club, 127a Ridgeway Road North, TW7 5LX from 5.00 pm to 8.00 pm including a Workshop between 6.00 pm and 7.00 pm

Wednesday 8 November 2017: at Brentford Free Church, Boston Manor Road, TW8 8DW from 5.00 pm to 8.00 pm including a Workshop between 6.00 pm and 7.00 pm

By law, all local authorities need to have a Local Plan in place to guide council planners and developers, whether small or large, on what development proposals are likely to be acceptable.

The government’s Planning Inspectorate approved Hounslow’s Local Plan in 2015 with provisos that there would be early reviews for the borough’s West Area (Heston, Feltham, Hanworth, Cranford, Bedfont) and the Great West Corridor (Syon Lane to Chiswick Roundabout), a fair chunk of the latter in Osterley and Spring Grove Ward.

The process started almost immediately with release in December 2015 of initial consultation documents for both areas seeking comments on proposals for possible developments and associated infrastructure such as new transport links. Within these, there was a concurrent call for sites seeking nominations for any sites thought suitable for development; housing, employment, leisure or other uses.

By the closing date of that consultation, in February 2016, I submitted responses with views on both localities, for the Great West Corridor and for the West Area.

The Local Plan Review is currently at its next stage and residents are encouraged to participate and contribute their comments to help shape the final document that will be presented to the Planning Inspectorate later in 2018.

As it stands, there are a number of possible redevelopment proposals which if realised are likely to have impact in Osterley and Spring Grove Ward. These include sites such as Tesco Syon Lane (563 housing units and retail), West Cross, the former Firestone factory (827 housing units and employment) and the Gillette building (114 housing units and employment. More details on these and other locations are shown in the site allocation document.

The Great West Corridor Local Plan Review document can be found here and there is a heap of further information on these dedicated Hounslow Council website pages.

The consultation runs from Monday 23 October to Sunday 10 December 2017. Please take part and would be happy to discuss any aspects with Osterley and Spring Grove residents prior.

Do that to me one Moore time: New planning application for 31 flats and retail

An earlier planning application submitted by Network Homes to Hounslow Council in March 2016 was quietly withdrawn that November with nothing doing until another, intrinsically the same, appeared late August 2017.

This new application carries the reference P/2017/3612 and a look at the Hounslow Council planning pages shows pretty much the same accompanying documents with little updating which I have raised with the planning team.

What is not clear from the application is whether there is still a proposal to incorporate the site of 1A St Johns Road as the handwritten form just states “3-5 St Johns Road”.

Neighbours have been sent letters offering the opportunity to make their written comments.
