The Biggest Ward in Hounslow Borough: Planning updates

There is often a misconception that local authorities are in charge of everything and can influence anything but the basic fact is that Hounslow Council is only able to deliver within the various Acts of Parliament made at Westminster.

In terms of town planning, the council is mainly limited by the content of the Town and Country Planning Act 1990. Applicants turned down at the first stage of a planning application have a right to appeal to the government Planning Inspectorate and an aggrieved objector, for a fee, can also apply to the court for a judicial review; sometimes either may be pursued all the way to the Supreme Court.

So, todays wee update on aspirations familiar, new, and Oh! No, not that one again, advises of planning at its various stages here, in Osterley and Spring Grove Ward. Planning reference numbers are cited should anyone wish to seek more details on the Hounslow Council website Planning pages using the reference numbers quoted.

Adini, 891 Great West Road, TW7 5PD Ref: P/2017/5069

Readers will recall a couple of applications from the owner operators of this site, one to modernise Adini’s commercial facilities, retaining the façade and another for residential to enable the development of the first. The council planning committee refused both applications but the applicant successfully appealed the housing element and the decision is explained here in the planning inspector’s letter.

Access Self Storage proposal: corner of Northumberland Avenue

This is the site on the corner of Northumberland Avenue and Syon Lane, much loved by itinerant waste collectors. Bar occasional open storage and a brief incarnation in 2017 as a temporary car park for BSkyB, this site was razed in 2008 in preparation for its development as a self storage facility then.

These past five years, the Canada based owners of Access Self Storage have made a number approaches to Hounslow Council Planners to build high and wide on this prominent corner site. Keenly scrutinised by residents and ward councillors the owners have come up with for what some may say is a more humane proposal which is likely to be taken to the council’s Planning Committee on Thursday 2 May 2019.

Osterley Station, Great West Road, TW7 4PU Ref: P/2019/0706

An application for lifts from street to platform level was approved before this councillor’s time back in 2009 but did not get built. A more refined scheme has now been submitted by Transport for London as part of the London Mayor’s ambition to improve access for all to the Underground.

Osterley Station Car Park

Readers will recall the December 2018 exhibition at the Indian Gymkhana with displays of proposals for housing on the Osterley Station car park. Following this event, Osterley and Spring Grove Councillors met with the optioned developer, Apartments for London, to feed back our own, and reiterating residents’, thoughts on their ambitions.

So far, no one has come back to us with either a planning application for what the developer originally hoped for or a suggested alternative but as soon as they do, a new exhibition and open meeting will be sought and residents advised and invited.

Domino’s 558 London Road, TW7 4EP Ref: P/2018/0741

In February 2018, the operator of this franchise applied to change their hours of operation from between 09.00 and 22.30 Monday to Saturday and 09.00 to 22.00 Sundays and Bank Holidays to 09.00 to 05.00 Daily, throughout the year. Planning officers considered both the application and responses from neighbours and refused the application and as a result the operator appealed to the Planning Inspector. The report giving reasons for refusal (mainly increased noise and disturbance affecting nearby residents during the night) has already been shared locally but can also be found here.

The inspector has begun the appeal process and has written to the council requesting any further comment from planners as well as residents. That letter can be found here and responses must be submitted in time for a 23 April 2019 deadline.

Farm Fried Chicken 481 London Road, TW7 4BX Refs: P/2019/1313 and P/2019/1318

In response to a local resident spotting a sign going up over these hitherto obscured premises, I raised various planning, conservation and licensing queries with numerous specialist council officers on 14 February 2019. At the time of writing, I appreciate the good work of the council’s planning enforcement team in getting (at least meagre) formal applications for the illuminated sign and change of use class from A3 (restaurant) to A5 (hot food takeaway).

To try to understand the applications, the only items to go by are drawings that attempt to regularise the sign and the change of use class.

Hours of operation of the takeaway are a licensing matter and should an application be made, will be shared here.

Warren Motors 585-603 London Road TW7 4EJ Ref: P/2019/0448

Once a common main road feature, the vehicle showroom is gradually disappearing, AFN Porsche and Marlborough Motors have long become Isleworth memories.

There is now a current application for the redevelopment of the Warren Motors site to provide two residential buildings of between part five and part eight stories to achieve 93 flats (comprising three studios, 43 one, 38 two and 4 three-bedroom flats).

The applicant’s agent has stated that the reason they have not held an exhibition or meeting is that the, “consultation process carried out by the Local Authority during the planning application will be more than sufficient. To carry out more engagement above and beyond this prior to the planning application consultation could risk causing consultation fatigue”. I have advised the Hounslow planners that I would be willing to chair a local event on this matter.

A bit unusual this in the sense that from what I recall, wannabe applicants run their proposals by councillors first before making formal applications

On studying the telecoms company’s proposal there is little difference, in fact perhaps more obtrusive, to another proposal at the exact same spot in late 2016 which caused great concern locally and was refused by this local authority.

Almost all residents that would potentially face any equipment live in Osterley and Spring Grove Ward as well as the new Oaklands School.

Osterley Station flats proposals exhibition

Really, please, as always, don’t shoot the messenger.

The developer’s latest idea for building above the car park at the Grade II Listed Osterley Station

After a number of months waiting for someone to get in touch with even the slightest idea of what was being proposed for the car park area of the Grade II listed Osterley Station, we have news.

Ward Councillors have not been involved in any discussions but were advised that there would be an exhibition of proposals prior to the submission of any planning application by the Transport for London development partner, Apartments for London.

This will take place over two days, at Indian Gymkhana, Thornbury Avenue, Isleworth, Middlesex, TW7 4NQ between 2.00 pm and 8.00 pm on Wednesday 12 and Thursday 13 December 2018, more details are on this flyer.

Many people should be aware by now of the reduction of government support for a large number of public services including transport and there is a demand for real affordable housing London.

The idea of building on TfL sites is not unreasonable but in sensitive locations, all efforts should be made to properly consult and take serious comments and residents’ observations into account before assuming that anything will do.  This is one of the first forays into building over station car parks and will be the subject of intense scrutiny.

Osterley and Spring Grove residents are encouraged to attend the exhibition and Ward councillors would welcome your early views as Unsa Chaudri, Richard Eason and I intend to informally meet the developer’s representatives in the New Year.

Special IBAF on Monday 9 October 2017 for Local Democracy Week

Local Democracy Week runs from 9 to 15 October and gives local people opportunities to be listened to and influence decisions.

Following a well attended Isleworth and Brentford Area Forum at Spring Grove House last Thursday, another will take place on Monday 9 October 2017 at 7.00 pm at Brentford Free Church, Boston Manor Road, TW8 8DW to mark Local Democracy Week.

Special because that evening we plan to focus on the IBAF Action Plan where each councillor has been sponsoring a particular piece of work within our area, an Open Forum devised led by young people from local schools and the input of agencies and council departments delivering in Isleworth and Brentford.

The meeting agenda has just been published and will include updates from

  • Transport for London
  • Hounslow Highways and its Hounslow Council Contracts Management counterpart
  • Hounslow Council Enforcement
  • Hounslow Council Parks
  • Hounslow Council Traffic and Transport.

All residents are welcome to attend and contribute alongside the area’s 12 ward councillors.

Wood Lane Yellow Lines: the council would not do it like that

Not remotely close to the Camden Town earthquake described by Charles Dickens in Dombey and Son but one way or another, the rumblings caused by the coming of the schools to Osterley continue to be felt.

The latest wee spat is the yellow lining debacle of Wood Lane, more on that in a bit but first some reminding context.

The Mary McCleod Memorial Academy on Wood Lane is now up and being clad, due to open in a year’s time.

Digging on another part of the site for the £9 million minority sports complex has, these past days, literally caused a stink and rumours of more gruesome finds to add to the earlier commotion caused by the removal of ancient hedgerow and trees on Syon Lane.

A couple of weeks ago, approval was given to what someone described as a “delightful” looking building but what many would confirm as another bland box to become the Bolder (might as well call it the Bona) Academy. Why not pay homage to its location? Doesn’t Osterley deserve a name check with all that has been foisted?

Very few people have difficulty in accepting the new Osterley Comprehensive locating on the former United Biscuits sports ground on Macfarlane Lane; hardly touching the green stuff. Uniquely, in these parts, it will not select pupils based on religions, will accept from both gender and likely not to live as far away as those attending St Mary’s.

With some major planning applications, plenty expertise is often developed by ordinary people who at some point are likely to be affected by the ultimate decision. One common thread in all these (costly) free school applications is how the pupils will be delivered and despatched either side of the school day. The key theme in scrutiny of recent and upcoming (Green School for Boys) planning were and will be traffic impacts and should another school receive approval, there will be five schools, each with over 1,000 students within a mile and a half radius of each other.

The problem that is most likely to occur before very long is that with a local public transport accessibility level of almost zero, there will be more than a temptation to bring children to the schools by car via the already congested Syon Lane and Gillette Corner.

In planning terms there’s always mitigation, soft in most cases. School travel plans are often cited as a salve but as can be seen from the June 2017 Nishkam School West London Travel Plan, 75% of their scholars are taken by car. Travel plans often look good on paper, not able to foresee the future but appear to tick planning boxes. In reality, there is no substitute for spending money on infrastructure but this has been scant in Osterley despite the recent demands for its open space.

When the Bolder omies punted their building proposals at the Osterley and Wyke Green Residents Association’s open meeting in December 2016, attended by the leader of the council and the head of planning, a second route from Harlequin Avenue via Great West Road was included, understood and appreciated. Despite later citing Grant Way, by the time it hit planning, the only access to the school site would be from Macfarlane Lane via the already and soon to be more strained Syon Lane. The scheme’s architect gave a less than convincing and more than half assed reason as to why the much diminished route would be optimal.

So, what about the Wood Lane yellow lines that appeared with no warning on 4 August 2017? It. Was. Not. Hounslow. Council.

The pooch was actually screwed by the government quango, the Education and Skills Funding Agency contractor, BAM and installed without any local arrangement or discussion with the council. After the event, BAM’s Nishkam School project manager wrote, “I’m sorry for the trouble this has caused you and hopefully it can be fully resolved through the consultation” or in other words, “we messed up, you sort it out”.

The council’s traffic team were prepared to consult on yellow lines for Wood Lane largely due to recent haphazard parking on this narrow width and paved road, reported by residents but BAM stole their bluster.

Proper consultation will shortly take place on this proposal and until this is complete [to avoid damage to the road] the lines will not be touched but neither will they be enforceable. Residents are encouraged to respond and alternative suggestions will be considered.

Syon Gate Garage Site Meeting: Report

It became a standing room only event at St Francis of Assisi Church Hall on Isleworth’s Great West Road, the last Monday night in January.

Hounslow Council planning experts, Robert Coomber and Melek Egren were present to help clarify the application and suggest more confidence in the process that may, perhaps, have been brought in hall prior to the start of the meeting.
