Planning appeal on former telephone building behind Spencer Road turned down

A long running planning abuse case where a redundant telephone repeater station, with limited access, was turned into an illegal dwelling has ended with a win for long troubled residents and Hounslow’s planning enforcement.

The council served notice on the building owner mid October 2013 to stop the use of the building as a self contained residential unit; remove all kitchen and bathroom facilities, and installed gas piping and connections; remove all resultant debris (see report to Planning Enforcement Sub-Committee of 3.10.2013 here). Progress on parking measures for Wyke Gardens Estate

I  was asked to present a petition signed by 39 (since up to 46) residents of the Wyke Gardens Estate off Syon Lane in Osterley to the Mayor at the 27 January 2015 Borough Council meeting at Hounslow Civic Centre.  It read, “Petition to Hounslow Council requesting introduction of restricted parking in Wyke Gardens housing estate in Isleworth (Stags Way, Wyke and Crowntree Close).”  The wheels of the democratic and legal processes can move slowly but progress is being made.

Despite BSkyB making effort to secure short term parking sites in the area during its development, the removal of parking on Grant Way until 2019 and the presence of contractors and sub contractors has meant increased use of the once quiet backwater of the Wyke (not to mention Northumberland Estate). Conquest and White Lodge Rewind

On resolving document IT upload issues for the major planning application, (a free school for 1,400+ four to eighteen year olds on the Conquest/White Lodge Club site) Hounslow Council is writing again to residents.

This welcome news is a good example of the council responding positively to settle residents’ concerns and an acknowledgment that informed consultation is important. Continue reading

More than three years since last meeting residents, the owners of Nishkam free school are exhibiting plans for the Conquest and White Lodge Clubs site.

The flyer says:

After an extensive site search, Nishkam School, supported by the Education Funding Agency, is proposing a new ‘all through’ school (pupils aged 4 to 19) on vacant land off Syon Lane, previously known as Conquest Club.

A planning application will shortly be made to the Council and we are seeking the views of the local community on the proposal.

Hurried letters are no substitute for consultation

After a two year wait but in the space of just 12 hours, on 5 and 6 May 2015 some residents who would be affected by a development on the Conquest Club site received two letters. One was from Mary McCleod, Conservative parliamentary candidate, and the other was from Dr B S Mahon, Chairman, of the Nishkam Free School School Trust.  Both letters sought in different ways to respond to increasingly vocal concerns about the mooted development (I cannot even say “proposed” since it has not yet been properly proposed).

Mary McCleod’s says that she asked the free school for details about the proposed development on the Conquest site. The school told her that “The Conquest Club site was included as a possible site for a school in the original free school application submitted [to the Education Funding Agency] by the Nishkam School Trust.”

The school does not say on what basis this site of Metropolitan Open Space was included.  Mary McCleod sheds no light on the issue either eventhough she wrote in September 2013, “I’ve been actively supporting them throughout the process.”  See  http://www.huffingtonpost.co.uk/mary-macleod/free-schools-education_b_3879081.html .
