Former Shell Syon Gate Garage plot: High

Back in 2008, permission was gained by the owners of this former Shell petrol station and Contitrades House site opposite Homebase on Syon Lane, Isleworth for a self storage facility but that didn’t happened.

A couple of different proposals had been mooted by owners Precis since, both involving a mix of self storage and mainly tall residential but did not progress.

A new scheme is about to be revealed to residents and councillors before a planning application is submitted to Hounslow Council, possibly by the end of this year.

To allow residents to comment, an exhibition is taking place at St Francis of Assisi Church Hall, 865 Great West Road, Isleworth, TW7 5PD, over two days on Monday 17 and Tuesday 18 October 2016 between 4.00 pm and 8.00 pm. The developer’s architects and planning advisors will be present to explain the proposals.

A copy of the invitation sent last week can be found here.

Also, on Thursday 20 October at 8.10 pm (not 7.30 pm as billed) at Hounslow Civic Centre, members of the council’s Planning Committee will also have the opportunity to do the same during at a Planning Development Presentation. This is a monthly event where development proposals ideas are brought to councillors for comments prior to full applications being made. Members of the public are welcome to attend but do not have speaking rights.

The site owner’s planning consultants have provided this summary briefing to councillors.

A planning application by Sky, for temporary car parking on this site has been submitted to Hounslow Council and is reported elsewhere on this blog; it has no immediate bearing on this matter.

Not in Osterley & Spring Grove Ward, the Duke of Northumberland’s schemes for Park Road Allotments and replacement will also be given an outing at the 20 October Planning Development Presentation.

Should it be functioning, there is a good range of documents to be found on the council’s planning website via http://www.hounslow.gov.uk under case number 00981/AI/P1. A few of these can also be accessed by clicking on the links below:

Letters seeking comment have so far been sent to 505 neighbouring addresses and comments are sought by 20 April 2016.

The St Johns Residents Association has advised that this features on the agenda for its meeting on Monday 11 April 2016  at St Johns Centre, 80 St Johns Road, Isleworth, Middlesex, TW7 6RU from 8.00 pm.

As a member of Hounslow Council’s planning committee, I am happy to receive residents’ responses but do not usually comment on these matters prior to a formal decision being made should they, at some point, appear on a future meeting agenda.

Dudley House: Two planning applications to change its use

A meeting is to take place at St Mary’s Church Hall, Osterley Road on Tuesday 18 August 2015 at 7.30 pm where applicants have agreed to present their proposals and respond to residents’ comments.

This meeting will take place in response to another that took place on 4 August 2015 at the church hall which attracted more than 60 neighbours of the site who heard how the planning process would work for these applications.

Located on The Grove, Isleworth and last used as a private nursing home, both the current owner and housing charity Centrepoint have each submitted very similar planning applications to remove a condition of a 1986 permission that the premises to be occupied as an old people’s residential home. Should this be granted, the applicants’ ambition is to use Dudley House as a supported accommodation service for young people.

According to the Design and Access Statement submitted, should the council’s planning committee grant a change of use, separate applications would be expected to replace some windows, install CCTV cameras and to modify inside to provide accommodation for up to 18-20 young people within a range from four bed to self-contained units with cluster kitchen facilities while bathroom facilities will be either en-suite or shared. A copy of the full Design and Access Statement can be found here.

Centrepoint’s planning application form can be found here.

Current owner, Pearl Resources Limited’s planning application form can be found here.

The plan submitted with both applications can be found here.

The site is in the Spring Grove Conservation Area, a status which developers and planners should consider in applications made within its boundary. A copy of the Spring Grove Conservation Area appraisal can be found here.

Past history of the site from the website Lost Hospitals of London can be found here.

Hounslow Council as planning authority would welcome written comments on either of these applications and will collate and combine responses when preparing a report for planning committee members. A copy of the site notice posted locally can be found here:

Written comments bearing the reference 00523/C/P13 should be sent by 14 September 2015 to Development Management, London Borough of Hounslow, The Civic Centre, Lampton Road, Hounslow, Middlesex, TW3 4DN or emailed to planningcomments@hounslow.gov.uk and copied to the case officer george.clarke@hounslow.gov.uk.
