Big Planning in Little Hounslow: Local Plan Review consultation events

Hounslow’s Local Plan Review runs until 10 December 2017

Wednesday 1 November 2017: at Thistleworth Tennis Club, 127a Ridgeway Road North, TW7 5LX from 5.00 pm to 8.00 pm including a Workshop between 6.00 pm and 7.00 pm

Wednesday 8 November 2017: at Brentford Free Church, Boston Manor Road, TW8 8DW from 5.00 pm to 8.00 pm including a Workshop between 6.00 pm and 7.00 pm

By law, all local authorities need to have a Local Plan in place to guide council planners and developers, whether small or large, on what development proposals are likely to be acceptable.

The government’s Planning Inspectorate approved Hounslow’s Local Plan in 2015 with provisos that there would be early reviews for the borough’s West Area (Heston, Feltham, Hanworth, Cranford, Bedfont) and the Great West Corridor (Syon Lane to Chiswick Roundabout), a fair chunk of the latter in Osterley and Spring Grove Ward.

The process started almost immediately with release in December 2015 of initial consultation documents for both areas seeking comments on proposals for possible developments and associated infrastructure such as new transport links. Within these, there was a concurrent call for sites seeking nominations for any sites thought suitable for development; housing, employment, leisure or other uses.

By the closing date of that consultation, in February 2016, I submitted responses with views on both localities, for the Great West Corridor and for the West Area.

The Local Plan Review is currently at its next stage and residents are encouraged to participate and contribute their comments to help shape the final document that will be presented to the Planning Inspectorate later in 2018.

As it stands, there are a number of possible redevelopment proposals which if realised are likely to have impact in Osterley and Spring Grove Ward. These include sites such as Tesco Syon Lane (563 housing units and retail), West Cross, the former Firestone factory (827 housing units and employment) and the Gillette building (114 housing units and employment. More details on these and other locations are shown in the site allocation document.

The Great West Corridor Local Plan Review document can be found here and there is a heap of further information on these dedicated Hounslow Council website pages.

The consultation runs from Monday 23 October to Sunday 10 December 2017. Please take part and would be happy to discuss any aspects with Osterley and Spring Grove residents prior.

Do that to me one Moore time: New planning application for 31 flats and retail

An earlier planning application submitted by Network Homes to Hounslow Council in March 2016 was quietly withdrawn that November with nothing doing until another, intrinsically the same, appeared late August 2017.

This new application carries the reference P/2017/3612 and a look at the Hounslow Council planning pages shows pretty much the same accompanying documents with little updating which I have raised with the planning team.

What is not clear from the application is whether there is still a proposal to incorporate the site of 1A St Johns Road as the handwritten form just states “3-5 St Johns Road”.

Neighbours have been sent letters offering the opportunity to make their written comments.

Dudley House 8: A new planning application

Following the Hounslow Council Planning Committee’s refusal of STS Group Investments’ bid to convert and extend Dudley House on 12 January 2017, a new application has been submitted and was validated on 6 February 2017.

Planning Committee knocked back the previous application (reference P/2016/3928) because of its inappropriate design for a conservation area and lack of amenity space.

The new proposal (reference P/2017/0496) still provides 17 units and as far as can be ascertained, the differences since the previous application are:

  • an increase to the amount of communal amenity space from 378 sqm to 408 sqm
  • a change to the design of the roof extension
  • realigned windows to the roof extension
  • a new glass balustrade proposed to the west elevation
  • minor internal alterations to the flats’ layouts.

A copy of the residents notification letter may be found here.

Further details may be seen by visiting the council website’s planning pages and using reference P/2017/0496.

Comments would as usual, be welcomed.

Hounslow Council planning experts, Robert Coomber and Melek Egren were present to help clarify the application and suggest more confidence in the process that may, perhaps, have been brought in hall prior to the start of the meeting.

The 120 people present have received a summary of the evening but for those not there, the notes can be found here.

There is now a new planning application for the temporary car park for Sky on the often empty site of the former Shell petrol station, once known as Syon Gate Garage, across from the other one and Gillette bang opposite Homebase.

Promoted as Gillette South, the site owners, via agents DP9, have applied for an up to 14 level structure to incorporate basement self storage, offices, a mix of 102 flats with 323 habitable rooms (18 one bed, 62 two bed, 10 three bed, 12 unknown) and 53 car parking spaces (42 residential, 2 visitor, 9 commercial).

A wide range of documents supporting the application can be found on the Hounslow Council website planning pages here, accessible using the planning reference P/2017/0053.

Plans are also available for inspection at Osterley Library, St Mary’s Crescent.

A copy of materials from the most recent exhibition of the development proposals can be found here.

A copy of the notice sent to neighbours by Hounslow Council can be found here and comments on the application will be received until close to when the application is considered at the Planning Committee some time in Spring 2017.

As a member of the council’s planning committee, I am not able to pre judge this application until it is reported but am keen that residents are able to access details and have questions answered while it progresses.
