Gillette South: Tower turned down

More than a year on the stocks and eight months since a formal proposal to build a 14 storey block on the corner of Syon Lane and Great West Road, Hounslow Council’s planners have finally turned down the application.

During 2016, the applicant’s agent hosted a number of exhibitions but declined to arrange, present and explain the concept and plans at a public meeting.

Following the submission of a formal planning application on 5 January 2017, I arranged a meeting at St Francis of Assisi Church Hall later that month. More than 120 residents, Hounslow Council planners and councillors but not the applicants or their agent attended the event. The occasion was previously reported here.

The application was refused for a number of reasons when assessed against current Hounslow, London and national planning policies including its impact on neighbouring properties and the setting of listed buildings as well as the lack of affordable housing.  There were more than 80 objections to the proposal.

The site has permission to be used as a car park until 30 September 2017.

Thornbury Road no left turn: no liked

A lively meeting kindly hosted by Indian Gymkhana, Thornbury Avenue on 7 February 2017 and attended by around 50 of Osterley & Spring Grove’s finest, helped define and add to the result of a recent consultation.

Hounslow Council had put forward a proposal to ban left turns in to Thornbury Road from the westbound A4 Great West Road and offering a green human pedestrian crossing facility. Traffic officers shared the results of the consultation supported by this presentation.

Whilst rejecting the no left turn idea, many of those attending did, quite rightly, comment more on speed and safety issues on Osterley Road and Church Road, particularly at their junction by St Mary’s Church.

Syon Gate Garage Site Meeting: Report

It became a standing room only event at St Francis of Assisi Church Hall on Isleworth’s Great West Road, the last Monday night in January.

Hounslow Council planning experts, Robert Coomber and Melek Egren were present to help clarify the application and suggest more confidence in the process that may, perhaps, have been brought in hall prior to the start of the meeting.

Proposal to remove the left turn from Great West Road on to Thornbury Road South and installation of controlled green man crossing

As part of the development of Campion House (now Marbaix Gardens and Blumenthal Close), Hounslow Council received funding to make transport related improvements to the junction of the A4 Great West Road and Thornbury Road to:

  • provide an additional lane for northbound traffic on Thornbury Road to ease congestion
  • introduce a formal green man crossing for pedestrians and cyclists on Thornbury Road South, running parallel with Great West Road
  • remove the left turn movement on to Thornbury Road South for vehicles travelling west on Great West Road.

From a distribution of 750 in October 2016, 124 responses were returned by residents from the area south of Great West Road,

At this meeting, Hounslow Council’s traffic engineers will explain the proposals as well as advise on the outcome of the consultation with residents.

Ward councillors are expected to attend and we are grateful to the trustees and management of the Indian Gymkhana for hosting the event.

The developer has been asked if they would attend to present, Hounslow Council planning officers will be present to answer residents’ questions and other ward councillors also invited.

There is now a new planning application for the temporary car park for Sky on the often empty site of the former Shell petrol station, once known as Syon Gate Garage, across from the other one and Gillette bang opposite Homebase.

Promoted as Gillette South, the site owners, via agents DP9, have applied for an up to 14 level structure to incorporate basement self storage, offices, a mix of 102 flats with 323 habitable rooms (18 one bed, 62 two bed, 10 three bed, 12 unknown) and 53 car parking spaces (42 residential, 2 visitor, 9 commercial).

Plans are also available for inspection at Osterley Library, St Mary’s Crescent.

A copy of the notice sent to neighbours by Hounslow Council can be found here and comments on the application will be received until close to when the application is considered at the Planning Committee some time in Spring 2017.

As a member of the council’s planning committee, I am not able to pre judge this application until it is reported but am keen that residents are able to access details and have questions answered while it progresses.
