Sheila O’Reilly

Sorry to be sharing news of the death from pancreatic cancer, last week, of Sheila O’Reilly, Councillor for Osterley and Spring Grove Ward 2005 to 2018.

A long term resident of Thistleworth Close, active in the community for a long period either side of her time on the council, and a thorough scrutineer of proposals affecting the Ward; very supportive of residents’ successful campaigns for a humane development of the former Campion House site on Thornbury Road.  Sheila’s advice and scrutiny of proposals for the Syon Lane sites were very valuable during planning processes including later Judicial Reviews and Planning Inspections.

Regardless of our party political incongruities, we would work well together to advocate for the Ward and its residents during our coincidental tenure as Councillors.

Sheila’s funeral will take place Midday, Friday 25.4.2025 at St Vincent de Paul Church, 2 Witham Road, Isleworth, TW7 4AJ and her Family would welcome the participation of all who who knew her.

Sincere condolences to husband Peter, their Children Kevin and Kathleen and Families.

Your Neighbourhod Grant 2024/2025: Still time to apply

In its third year, the Your Neighbourhood Grant supports projects, events and activities coming from local residents and that have the backing of their local Councillors.

Deadline to share applications with Osterley and Spring Grove Councillors is Tuesday 18 March 2025.

Guidance on what can be applied for can be read here.  Applications are accepted for up to £1,000 towards each project from a pot of  £3,000  allocated for Osterley and Spring Grove Ward, please use this form.

Resident volunteers managed Syon Park Gardens Amenity Space by the access to Great West Road

Awards made in Osterley and Spring Grove Ward in 2023/2024, backed by councillors, included support to residents of Syon Park Gardens to plant and manage the amenity spaces either side of its entrance to Great West Road, Thornbury Park Friends for tools, equipment and materials to fill its volunteer container for its regular Spring and Summer sessions.  Some funds were also made available to Spring Grove; St Johns; Osterley and Wyke Green residents associations for newsletters and events.

Vine Lodge: Refusal of third application for demolition

The third planning application, in as many years, to demolish and build something at Vine Lodge, Church Road, Isleworth has been refused by Hounslow Council Planning via a brief report published yesterday.

 

This latest, reference P/2024/2168 submitted in July 2024, was to replace this early 19th century gardener’s cottage with six flats.

Among several reasons offered for refusal were that the replacement would,

  • be of poor design, incongruous within this part of the Spring Grove Conservation Area
  • appear visually obtrusive
  • create unacceptable impacts on living conditions of neighbouring properties
  • result in the demolition of a non-designated heritage asset as well as the unnecessary loss of 11 trees.

Numerous representations were again made by neighbours, residents organisations and amenity organisations.

Previous applications were P/2023/1409 in May 2023 for demolition of Vine Lodge for eight flats and P/2022/0601 of February 2022 for its demolition replaced by two three storey houses.

The new wall at St Christopher’s Close

A number of citizens have queried the appearance of a new wall on Thornbury Road by the southbound H28 Eversley Crescent bus stop.

Now enclosing a previously open amenity space, the land was, in fact, always part of the freehold of 42 St Christopher’s Close.

A planning application to erect the wall was submitted in February 2022, with a recommendation to approve via Planning Officers’ delegated powers.  Residents, concerned with the apparent loss of 50 years of open amenity space, asked Ward Councillor Unsa Chaudri to refer and speak on the officer report to a full LBH Planning Committee for determination by councillors. Taking place in June 2022, with residents also making a case, I argued that permission to enclose this long enjoyed and council maintained open land, within the Spring Grove Conservation Area, should be refused and this was supported when a vote was taken.

Subsequently, the applicant, as is their prerogative, lodged an appeal with the Planning Inspectorate which, following consideration, allowed the appeal in December 2022.  The Inspector approved the application with a condition that the new wall brickwork should match that of the neighbouring Fairways development; reflecting some aspects of the 1860s Davies Estate milieu.

Grove Road and College Road Junction Works

Ward Councillor Unsa Chaudri and I met on site with residents and Hounslow Council traffic officers to discuss this project when first proposed in early 2019.  Although some reservations were transmitted then, approval came via this Chief Officer Decision report in June 2020.

Slow forward to a couple of days before August Bank Holiday when, out of the blue,  we received another shout that month long works are about to start on this long forgotten (by us) decision to reduce the junction width of Grove Road and College Road by almost two thirds from the current 24 metres to 8 metres.

The scheme involves pavement widening, creation of a kerb level speed reducing surface, removal of the traffic island and three “rain gardens” designed to capture drainage water and feed plants to be located there.  This is being undertaken by Hounslow Highways who recently wrote to tell affected residents.

Traffic officers advise that the purpose of the scheme is to reduce junction approach speeds and improve road safety, elevating pedestrians so that they are more visible to oncoming traffic thus obviating the need for the current pedestrian refuge.  This has been explained via this LBH Traffic Team letter and detailed design currently being delivered locally.

Nearly all street works come with diversions and here is a map for this one.  Hounslow Highways have been reminded of their responsibility to ensure that any temporary signs, including the diversion signs, are routinely checked.

The 2020 Chief Officer Decision included a sister proposal at the Ridgeway Road and College Road junction but is now on hold as there is no current funding available for this.  However, councillors are informed this will be reviewed as part of any future potential traffic reduction measures over the wider area in Osterley and Spring Grove Ward.
