Dudley House: Two planning applications to change its use

A meeting is to take place at St Mary’s Church Hall, Osterley Road on Tuesday 18 August 2015 at 7.30 pm where applicants have agreed to present their proposals and respond to residents’ comments.

This meeting will take place in response to another that took place on 4 August 2015 at the church hall which attracted more than 60 neighbours of the site who heard how the planning process would work for these applications.

Located on The Grove, Isleworth and last used as a private nursing home, both the current owner and housing charity Centrepoint have each submitted very similar planning applications to remove a condition of a 1986 permission that the premises to be occupied as an old people’s residential home. Should this be granted, the applicants’ ambition is to use Dudley House as a supported accommodation service for young people.

According to the Design and Access Statement submitted, should the council’s planning committee grant a change of use, separate applications would be expected to replace some windows, install CCTV cameras and to modify inside to provide accommodation for up to 18-20 young people within a range from four bed to self-contained units with cluster kitchen facilities while bathroom facilities will be either en-suite or shared. The site is in the Spring Grove Conservation Area, a status which developers and planners should consider in applications made within its boundary. A copy of the Spring Grove Conservation Area appraisal can be found here.

A walk in the park yields ideas

Sidmouth Avenue and Crawford Close residents put in a shift

Invited by David and Eileen Tannahill of number 12, I had a walk with some 24 residents of all ages around Sidmouth Avenue, Crawford Close and Thornbury Park late September 2014 to discuss mainly environmental, flytipping and other occasional anti social behaviour.  People spoke of ideas to spruce up the neighbourhood, reduce flytipping, improve service roads safe access to Isleworth Station through the Metro Industrial Estate and to Thornbury Park.

An early outcome from that meet was a neighbourhood clean up day on the last Saturday of October (see photo).  Equipment, bags and a truck to take them away was arranged by Hounslow Highways and a skip was supplied by Hounslow Council’s Pollution Team.  Effort and enthusiasm was provided by a large number of residents. Sainsbury’s and Tesco are less able to cut it with their big shops or the Germans so they’re coming to a High Street near you

Sainsbury’s has secured all permissions for the former Barclays Bank site at 459 London Road and Tesco is developing 1 Clifton Road.

The closure of the third and last of Isleworth’s Barclays Bank branches offered the orange team an opportunity to maintain their rivalry with the blue team, Sainsbury’s secured the option to buy the lease on the former bank site but they had to get their permissions first. Continue reading

Tesco and Sainsbury’s seeking to reverse their superstore failures and fight it out on London Road

Tesco is developing 1 Clifton Road and Sainsbury’s has secured all permissions for 459 London Road Isleworth.

Soon after May 2014’s election, a couple of early cases featured Tesco Stores Limited; not the confident and connected market leader Hounslow had to deal with when their superstore expansion meant five giant sheds were built in the borough in the early 1990s.

One Tesco attempt was to wake their neighbours up really early morning by seeking to change their Syon Lane store opening hours from 8.00 am to 6.00 am.  I felt that the council’s planners were going to allow this but I was able to get it on to the Planning Committee agenda for its 31 July 2014 meeting with the aim of getting its members to reject Tesco’s application. Response to Thornbury Road area parking petitions continue being worked on

The two online petitions requesting parking controls between Ridgeway Road and Thornbury Road were reported at the 27.1.2015 Borough Council meeting.  Another given me to submit on behalf of petitioners in the Grove Road, Avenue Road and College Road area made it three that night on Spring Grove parking.

The petitions closed just as consultation was ending on a controlled parking zone south of Spring Grove Road from The Drive to Gresham Road in Hounslow Central Ward.  They were however raised at the Isleworth & Brentford Area Forum on 6.11.2014 and it was agreed that work should start in response to the Thornbury Road petitions.  The three Osterley & Spring Grove Ward councillors met with Mr Sahota of the council’s Traffic Team later that month to discuss and agree a process and consultation timetable.
