The two online petitions requesting parking controls between Ridgeway Road and Thornbury Road were reported at the 27.1.2015 Borough Council meeting. Another given me to submit on behalf of petitioners in the Grove Road, Avenue Road and College Road area made it three that night on Spring Grove parking.
The petitions closed just as consultation was ending on a controlled parking zone south of Spring Grove Road from The Drive to Gresham Road in Hounslow Central Ward. They were however raised at the Isleworth & Brentford Area Forum on 6.11.2014 and it was agreed that work should start in response to the Thornbury Road petitions. The three Osterley & Spring Grove Ward councillors met with Mr Sahota of the council’s Traffic Team later that month to discuss and agree a process and consultation timetable.
Stimied a little by Christmas and the electricity cable works in the neighbourhood, Traffic Team officers have prepared consultation material to go out this month (March 2015) to gauge interest and opinion on options for CPZs in the remaining neighbourhoods of Spring Grove. The official map (11Mb) of the proposed CPZs can be downloaded here.
The consultation area is wider than those in the petitions mainly to gauge opinion in other roads where residents may feel there are similar or particular parking pressures. It is expected that the responses will help determine which neighbouring streets would be grouped in neighbourhood CPZs and not a whole one from College Road to Spencer Road.
When the results of this consultation come through, Hounslow’s traffic officers will draft schemes for the neighbourhoods in favour of local CPZs showing preferences for boundaries and operation hours and potential design to be approved by councillors and formally advertised for comment.
Not everyone agrees that Osterley & Spring Grove Ward is the most important part of Hounslow. The council’s traffic team is working on more than 30 schemes across the borough, another two in this ward, Wyke Gardens Estate and as of 12.3.2015 Northumberland Gardens. Austere reduction of government grant to Hounslow has meant another £14.4m cuts for the year 2015/2016 regardless of growing local service demand for allsorts.
When doing anything on the highway it’s not only the money but legal and democratic process too; time.
The following timescale is not a promise but progress will be monitored and pursued and if required changes informed. Council officers advise that the stages and timescales of CPZ development after initial Isleworth & Brentford Forum approval to consult are typically (with my interpreted dates based on weeks advised for each part of the process):
1. Delivery of consultation documents from: 20.3.2015
2. End consultation: 20.4.2015
3. Report results and seek approval to proceed to detailed schemes design for consultation. Report to Area Forum: 11.6.2015
4. Prepare design and consult again from 2.9.2015
5. End consultation: 28.9.2015
6. Analyse and report to Area Forum for approval to proceed: Mid October 2015 (date not available)
7. Prepare Traffic Management Orders for statutory consultation (electric, gas, phones, police, fire, ambulance): November 2015
8. Undertake “first notice” statutory consultation January 2016
9. If no objections, install and implement including statutory “second notice”. Possibly operational April 2016.
