Your Neighbourhod Grant 2024/2025: Still time to apply

In its third year, the Your Neighbourhood Grant supports projects, events and activities coming from local residents and that have the backing of their local Councillors.

Deadline to share applications with Osterley and Spring Grove Councillors is Tuesday 18 March 2025.

Guidance on what can be applied for can be read here.  Applications are accepted for up to £1,000 towards each project from a pot of  £3,000  allocated for Osterley and Spring Grove Ward, please use this form.

Resident volunteers managed Syon Park Gardens Amenity Space by the access to Great West Road

Awards made in Osterley and Spring Grove Ward in 2023/2024, backed by councillors, included support to residents of Syon Park Gardens to plant and manage the amenity spaces either side of its entrance to Great West Road, Thornbury Park Friends for tools, equipment and materials to fill its volunteer container for its regular Spring and Summer sessions.  Some funds were also made available to Spring Grove; St Johns; Osterley and Wyke Green residents associations for newsletters and events.

Vine Lodge: Refusal of third application for demolition

The third planning application, in as many years, to demolish and build something at Vine Lodge, Church Road, Isleworth has been refused by Hounslow Council Planning via a brief report published yesterday.

 

This latest, reference P/2024/2168 submitted in July 2024, was to replace this early 19th century gardener’s cottage with six flats.

Among several reasons offered for refusal were that the replacement would,

  • be of poor design, incongruous within this part of the Spring Grove Conservation Area
  • appear visually obtrusive
  • create unacceptable impacts on living conditions of neighbouring properties
  • result in the demolition of a non-designated heritage asset as well as the unnecessary loss of 11 trees.

Numerous representations were again made by neighbours, residents organisations and amenity organisations.

Previous applications were P/2023/1409 in May 2023 for demolition of Vine Lodge for eight flats and P/2022/0601 of February 2022 for its demolition replaced by two three storey houses.

The new wall at St Christopher’s Close

A number of citizens have queried the appearance of a new wall on Thornbury Road by the southbound H28 Eversley Crescent bus stop.

Now enclosing a previously open amenity space, the land was, in fact, always part of the freehold of 42 St Christopher’s Close.

A planning application to erect the wall was submitted in February 2022, with a recommendation to approve via Planning Officers’ delegated powers.  Residents, concerned with the apparent loss of 50 years of open amenity space, asked Ward Councillor Unsa Chaudri to refer and speak on the officer report to a full LBH Planning Committee for determination by councillors. Taking place in June 2022, with residents also making a case, I argued that permission to enclose this long enjoyed and council maintained open land, within the Spring Grove Conservation Area, should be refused and this was supported when a vote was taken.

Subsequently, the applicant, as is their prerogative, lodged an appeal with the Planning Inspectorate which, following consideration, allowed the appeal in December 2022.  The Inspector approved the application with a condition that the new wall brickwork should match that of the neighbouring Fairways development; reflecting some aspects of the 1860s Davies Estate milieu.

Jim Cope

Sorry to write about Jim Cope who first turned up in February 2021 to work as the Ward Police Sergeant managing the Osterley and Spring Grove Safer Neighbourhood Police Team.  Jim died a fortnight ago following a relatively short battle with, a brain cancer.

Sergeant Cope was a doer and always responsive to residents and councillors when issues would blow up in the Ward’s parks, neighbourhoods and work locations and routes to stations.

In June 2023, Jim was transferred to be the Chiswick Wards Community Sergeant making an early mark, successfully addressing prolific shoplifters through intelligence and his team’s physical presence.

Acknowledged by PC Carl Scully as a copper’s copper, Jim mentored many newbies here in the Ward including PCs Horton, Hulbert and PCSO Gurpreet Singh, now a fully qualified Constable and Dedicated Ward Officer for Bedfont.

Angela Cope, Jim’s Wife, wrote,

“My wonderful husband and father to our son, Jim Cope was diagnosed with a glioblastoma in February 2024 and we lost him on 22 August.  This short timeline should paint a picture of the implications of this diagnosis. He fought an incredibly inspiring battle but was thwarted in his efforts due in large part to the lack of knowledge and research around this most cruel of diseases.  The standard treatment available is often ineffective due to the sheer challenge of dealing with cancer that is located in the brain.”
